DESIGN OF A DECISION SUPPORT SYSTEM FOR EMERGENCY TRANSPORTATION DURING AN ASEAN ECONOMICS COMMUNITY FLOOD

The objective of this research was to design a decision support system in emergency logistics for selecting the optimal emergency multimodal transport routing for a logistics service provider of non-profit service organisations to help a country within the ASEAN Economics Community countries. The decision support system model begins with the user introducing consistent decision criteria weighted by the analytic hierarchy process (AHP) in subjective measures from the decision maker’s viewpoint. Then, the optimal transportation route in a flood situation was calculated by the zero-one goal programming method which can combine weight from the AHP based upon limitations of the lowest budget and risk, and on the time for delivery. The new area of this research showed that the risk number assessment was divided into 2 parts. The first is the route in the Thailand assessment based on the past 11 years of flood information, and the other part is the assessment by the experts in the area. Then, both risk levels can be concluded by the distance to weight ratio assessment.
