Lessons Learned of Large-Scale Groundwater Supply System for Drought Risk Reduction: A Case Study of On Tai Subdistrict Municipality, Chiangmai Province

Abstract

This research aimed to analyze the lessons learned and to evaluate the project, by mixed methods (quantitative and qualitative research), of a large-scale groundwater supply system to reduce drought risks and impacts on water use of On Tai subdistrict municipality, Chiangmai Province. Data were derived from the CIPP (Context-Input-Process-Product evaluation model) model, focus groups, in-depth interviews and questionnaires with 270 participants, which included those from On Tai subdistrict municipality, community leader, administration and maintenance committees of the village water supply system, and community members. The results revealed that the large-scale groundwater supply system as a structural measure played a vital role in drought risk mitigation for household water supply in On Tai subdistrict municipality. However, based on the analysis of the lessons learned, urgent implementation of the project was the main cause of the chain problems and obstacles throughout the entire process of management (start-to-finish) of the system. Based on the results of the present study, guidelines on utilizing the lessons learned are given in terms of a means to increase the efficiency and effectiveness of water supply system management and to improve future implementation of infrastructure development projects for On Tai subdistrict municipality.
